These ballots either came with unverifiable identification or are otherwise undeliverable or potentially flawed to the point that they can't be counted in the Tuesday, Nov. 5 General Election, a news release issued by the Philadelphia City Commissioners states.

Unverifiable identification issues come from voters whose identification couldn't be verified, according to the news release. Voters who have this problem with their ballot can fill out an ID verification form and submit and a photocopy or picture of an acceptable ID to phillyelection@phila.gov or via fax to (215) 686-3398 by Tuesday, Nov.12.

Without this information, a ballot can't be counted, the news release states.

Undeliverable or potentially flawed ballots could be lacking a signature, date, or secrecy envelope or may have been returned in the mail as undeliverable by the U.S. Postal Service, according to the news release.

Ballots submitted with these problems have the possibility of not being counted, the news release states.

The Philadelphia City Commissioners strongly advise voters with their names on the list of problem ballots request a replacement ballot at a Satellite Election Office. Locations for those offices can be found here.
